My opinion:
What’s nice about it – I absolutely love the panic mouse, my cats lot to play with it. Even my old cat Tigger, that that never plays with any of his cat toys plays with this one! I want to mention again that he never plays with any cat toys but he likes this one. So if you’re looking for a toy and have a finicky cat – then this might be the toy for you.
What’s not nice about it – While the little bars on the bottom keep the panic mouse 360 from flipping over all the time – it hardly keeps it from flipping all the time. Every time I let my kitties have a play session I have to pick it up at least once. Another fault is the little latch that keeps the batteries in the toy itself. If your cat gets a little too rough and tips it a little, more than likely the latch will unsnap and the batteries will fall out (enough to turn the machine off). If they are very excited and knock it over I have had the batteries fall out all the way… which could pose a chocking hazard.
Word of advice – If you want a toy that your kitties will actually play with – I would get this toy. However, I would only let them play with it while you are around to supervise as the batteries may become dislodged or they might eat the thin string that holds the fluffy mouse to it’s perch. I would recommend that you keep this close to your computer or a place you reside in for long periods of time to make the best use of it.

I have never had a problem with the battery latch and I have 4 big rough cats... although they have on occasion knocked it over despite the stabilising bars, but this is not every time I give it to them.
My cats absolutely loved this (so much that we bought a second one). All four of them like to play with it, espcially the catnip filled and sparkly attachments. They will play for hours with it and is great for getting your cat to exercise.
The only thing I worry about would be if I left my cat alone with it that it may get caught around their paws and they wouldn't be able to get it off again, so I second not leaving them with it alone.

It's a cute and clever cat toy, well-executed, but sorry, only one of my three cats wanted to play with it, and he kept tipping it over. Also, the string was chewed through on the first day. I can only give it a qualified recommendation with the understanding you might be wasting your money and you might have a toy your cat loves. But you never know if you don't try it.
